Bhutan has entered a new chapter in its national service framework with the graduation of the first cohort of Pelsups- 324 youth who completed an intensive three-month training at the developing Gelephu Mindfulness City (GMC). The Pelsung Programme, introduced by His Majesty the King in 2025, is recognized as the third institutional pillar of nation-building, standing alongside Desuung and Gyalsung. Its establishment marks a strategic shift in the country’s approach to youth engagement, national transformation, and human capital development.

Designed as a long-term mechanism, Pelsung mobilizes Bhutanese youth to shadow global experts and become future custodians of GMC, the nation’s first Special Administrative Region. The programme aims to produce disciplined, confident, and capable individuals who can assume leadership and operational responsibilities in high-stakes national and international environments. His Majesty envisioned Pelsung not merely as a training initiative but as a transformative process to shape a generation that will safeguard the country’s economic and developmental future.

The first cohort of Pelsups, selected from some of the most qualified youth- including 18 master’s degree holders and two PhDs- symbolizes a new social contract built on discipline, innovation, and service.

“Pelsung is more than a training program; it is a call to serve with purpose,” said Pelsup Sonam Tshomo.
She added, “While Desuung and Gyalsung strengthen our peace and character, Pelsung teaches us to build and sustain prosperity with discipline and innovation. It reminds us that our nation’s future depends on how responsibly we shape its opportunities today.”

Other participants shared similar reflections. “Pelsung taught us that nation-building begins with mindset,” said Pelsup Dawa Gyeltshen.

“It’s not just about skills or assignments- it’s about believing that we, as youth, can stand shoulder to shoulder with the best in the world while staying rooted in our values, ” he added.

Another participant, Pelsup Tshering, noted that the experience had deepened her understanding of shared responsibility. “Through Pelsung, we learned that economic strength is built on unity, discipline, and shared purpose. Every project we worked on- no matter how small- was a reminder that national progress is the sum of individual commitments. Pelsung has shown us how personal responsibility connects to the nation’s larger vision.”

The graduation event also highlighted several innovative projects developed by the participants, ranging from environmental monitoring systems to digital heritage preservation tools. These projects, created during the immersion phase, have already been integrated into GMC’s operational framework and form part of its developmental foundation. The GMC Authority has incorporated many of these initiatives into its Innovation Lab, positioning Pelsups as early contributors to emerging economic and technological transformation.

As of now, the first cohort has transitioned from trainees to operational pioneers embedded within GMC. The second batch is currently undergoing training, and the third cohort is expected to commence by February 2026. By then, the first group will already be fully integrated into the city’s operations, working alongside international experts in key development areas.

In his address to the graduates, His Majesty the King emphasized the intergenerational responsibility that underpins Pelsung: “Everything we are doing today is for our youth- so that they will be better versions of us, better prepared, smarter, and more hardworking. It falls on us to build that future, and on them to protect it and take it to greater heights. That is the reason Pelsung has been created.”

His Majesty’s message situates the programme within a long-term vision of national prosperity anchored in youth capability, responsibility, and leadership.

Pelsung’s operational framework aligns closely with the national development agenda, particularly the 10X Bhutan (10X National Economic Roadmap or “10X Vision”. The “10X” signifies an ambitious national goal for transformative growth and development, aiming to leverage innovation, technology like AI, and human capital to rapidly advance the country’s economy and national standing) initiative and the establishment of GMC as a frontier city. The programme addresses the country’s urgent need for human capital development amid demographic shifts and outward migration.

By investing in youth who combine discipline with innovation, Pelsung aims to strengthen Bhutan’s competitive capacity in an increasingly globalized environment.

The model incorporates three distinct tracks: innovation for high-potential leaders, build for hands-on professionals, and sustain for specialized technical workers. These pathways are designed to ensure that graduates contribute effectively to both national priorities and global competitiveness.

As Bhutan transitions toward a knowledge-based and innovation-driven economy, Pelsung is emerging as a crucial institutional mechanism that blends service with strategic capacity building. By embedding values of integrity, humility, and excellence within a modern framework of professional development, Pelsung embodies a new philosophy of national service- one that seeks not only to build a city but to cultivate a generation capable of sustaining the nation’s future.
