Gelephu Mindfulness City (GMC) and Ceffu have announced a strategic partnership aimed at moving Bhutan’s digital asset ambitions from policy planning to on-the-ground implementation, with Ceffu committing to establish local operations within GMC. Ceffu is an institutional-grade digital asset custody platform serving global financial institutions.

As part of the agreement, Ceffu will set up a local entity in GMC, creating a physical and operational presence in Bhutan. The partnership includes commitments to local hiring, day-to-day operations within the city, and active participation as a founding partner in GMC’s emerging digital asset ecosystem. The collaboration is designed to develop institutional-grade digital asset infrastructure, including secure custody services and access to operational banking systems that meet international standards. The focus is on building reliable back-end systems rather than encouraging speculative activity, with emphasis on compliance, governance, and long-term stability.

GMC brings a clear regulatory framework and ecosystem leadership, while Ceffu contributes technical expertise and operational experience from global financial markets. Together, they aim to attract reputable firms, skilled professionals, and long-term investment to Bhutan. By prioritizing clear rules and trusted partners, the collaboration signals a shift toward tangible economic participation through local offices, employment, and infrastructure development aligned with Bhutan’s broader development values.

The Gelephu Mindfulness City Authority (GMCA) said the partnership marks a transition from policy to execution in GMC’s digital asset strategy by anchoring institutional infrastructure and operations within Bhutan. The authority noted that beyond previously announced collaborations, Ceffu’s decision to establish a local entity, conduct on-the-ground operations, and commit to local hiring translates policy frameworks into tangible economic participation, talent upskilling, and day-to-day business activity within GMC.

The authority added that GMC operates under a defined regulatory framework with clear requirements for licensing, oversight, and governance. All partners are required to meet institutional standards in compliance, custody, operational controls, and risk management in line with international best practices. This ensures that digital asset activities develop in a structured, transparent, and well-governed environment.

GMC will measure the success of its digital asset and economic initiatives through tangible outcomes, including the establishment of operating entities, creation of local employment, development of skills, system reliability, and the extent to which infrastructure is actively used by participants within the ecosystem. The authority said long-term participation and operational continuity would carry greater weight than short-term investment figures. GMC emphasized that its focus is on attracting institutionally credible firms in financial services, technology, infrastructure, and related professional services that can support the development of a well-governed and future-ready economy.

The city also aims to draw experienced technical, operational, and regulatory professionals willing to work on the ground and contribute to building durable local capabilities in Bhutan.

Poonam Ghimirey of Gelephu said, “After completing my studies, I am currently living with my parents and actively seeking employment. The development of Gelephu Mindfulness City and the establishment of new firms could create meaningful job opportunities for local youth, particularly graduates who are looking to build their careers without having to move away from their hometowns. Initiatives focused on long-term operations and skills development are important for young people in Gelephu, as they offer the possibility of stable employment rather than short-term work. Access to training and entry-level opportunities would help graduates like me gain practical experience and participate in the city’s emerging economic activities.”

The GMCA highlighted that the initiative reflects Bhutan’s development philosophy, which emphasizes responsible growth, strong governance, and long-term resilience. By prioritizing trusted partners, renewable energy-backed infrastructure, local participation, and measured expansion of the ecosystem, Gelephu Mindfulness City aims to ensure that digital asset development contributes to national stability and sustainable economic value. Officials said the approach is designed to balance innovation with caution, ensuring that new digital financial activities align with Bhutan’s broader economic and environmental priorities. The focus on governance, institutional credibility, and domestic capacity building is intended to support steady growth while safeguarding the country’s long-term interests.

Thinley Jamtsho, Chairman of the Hotel and Tourism Association of Gelephu in Sarpang, said, “I have begun noticing a gradual increase in enquiries and bookings that appear to be linked to the development of GMC. There is a visible rise in interest from business visitors, consultants, and professionals involved in finance and regulatory activities. While the overall volume remains modest, the trend points to a positive impact on the local hospitality sector.

The presence of long-term operations within GMC is likely to create more stable and consistent demand for hotels. Unlike short-term tourists, professionals working with such firms are expected to require extended stays, repeated visits, and regular accommodation, contributing to more predictable occupancy and steady business throughout the year.”

He added, “Many local hotels are not yet fully prepared to meet the needs of professionals from the finance, technology, and regulatory sectors. There are gaps in reliable internet connectivity, work-friendly rooms, dining facilities, and quiet environments, as well as limited flexibility in meal options. Staff training remains a challenge, particularly in delivering professional services suited to business guests and ensuring a convenient and productive stay.

While welcoming the development of GMC and the opportunities it brings for Bhutan’s future, there are concerns among existing local businesses that adequate attention must also be given to those already operating. Ensuring inclusion and equal opportunity for existing businesses would help promote balanced and sustainable growth across the sector.”
