The Royal Civil Service Commission (RCSC) has announced the results of the Bhutan Civil Service Examination (BCSE) 2025, with 1,724 candidates successfully qualifying for the merit list from a record 5,035 registrations. The examination, considered the gateway to the nation’s civil service, continues to attract the country’s brightest graduates, reaffirming the civil service as the first career choice for Bhutanese youth.

Female candidates stood out this year, topping seven of the 11 examination categories, while 19 of 20 law graduates cleared the Common Examination for Law Graduates (BAR Exam). The merit-based process ensures fairness, transparency, and integrity in selecting the most capable individuals for the nation’s public service. Selected candidates are set to begin their civil service careers on January 1, 2026.

This year’s BCSE marks the second-highest registration in the past five years, reflecting a robust talent pool eager to serve the country and highlighting the continuing importance of the civil service in Bhutan’s governance and development.

Choki Pelden Lhamo, from Jigme Singye Wangchuck School of Law, a first-position holder in the Common Examination for Law Graduates (BAR Exam), shared, “My preparation was structured around revisiting fundamental legal principles and understanding how they connect across subjects. I focused on consistent revision, self-testing, and discussing challenging topics with peers. For future candidates, I would advise: stay consistent, stay curious, and stay disciplined. Break the syllabus into manageable portions, connect concepts rather than memorizing, and trust that steady effort pays off.”

Her disciplined approach and clear understanding of legal principles helped her secure the top position in the Common Examination for Law Graduates, reflecting both her dedication and the potential of Bhutanese youth in public service.

She added, “Legal education is both a privilege and a responsibility. As I begin my career, I hope to use my training to uphold the rule of law, strengthen good governance, and serve the public with integrity. My goal is to contribute to institutions that ensure fairness, transparency, and accountability, and to support decisions that shape national development. Ultimately, I aspire to serve in a way that reflects the values of our Nation and honor my duty to Tsa-Wa-Sum.”

Sangay Bidha, a Dzongkha topper from the College of Language and Cultural Studies, said, “I mainly focused on building a strong foundation in grammar, literature, and writing. My preparation involved consistent revision, practicing past papers, and improving my writing style for clarity and coherence. Reading and translating Dzongkha articles and official documents helped me translate more accurately and expand my vocabulary.”

She highlighted that consistency, guidance from teachers and peers, and a solid understanding of basic Dzongkha knowledge were crucial to her success in the BCSE 2025.

She added, “I hope to use my Dzongkha skills to ensure clearer communication within the civil service, promote correct language usage, bridge communication gaps, and support language programs. My aim is to uphold the integrity of our national language while making it practical and meaningful across all levels of public service.”

Chimi Yangden, Bio Science Topper from Sam Higginbottom University of Agriculture, Technology and Sciences, Uttar Pradesh, said, “I feel extremely grateful to His Majesty the King and the Tsa-Wa-Sum for granting me the opportunity to pursue my studies in India through the RCSC scholarship. Without this opportunity, I would not have gained the academic exposure and confidence that shaped my preparation for the BCSE. The academic environment in India is very demanding, we had at least ten modules every semester, covering vast and detailed topics. This helped me build a deep foundation in different branches of biological science.”

She added, “Studying alongside Indian students preparing for some of the toughest competitive exams made a huge difference. It taught me discipline, consistency, and the ability to perform under pressure. We practiced countless MCQs under timed conditions, which directly strengthened the skills needed for the BCSE’s objective exam. The pace required in those tests prepared me well for our civil service examinations.”

Reflecting on her preparation, she shared, “I was also fortunate to have affordable access to a wide range of learning materials, textbooks, coaching modules, online courses, and test series. Combined with four years of hands-on laboratory sessions, I gained a better understanding of theoretical concepts by actually seeing them in practice. All of this together shaped my approach and gave me clarity and confidence while writing the BCSE.”

Deki Phuntsho, Administration Services Topper from Sherubtse College, said, “I planned my preparation by dividing the syllabus into manageable sections and following a strict timetable. This helped me focus on key topics while ensuring full coverage of the entire syllabus. Consistent revision, timed writing practice, and mock exams played a big role in increasing my speed and accuracy.”

Her structured approach, built on discipline and continuous self-assessment, helped her stay exam-ready while identifying areas for improvement throughout the preparation process.

She concluded, “Going forward, I want to apply my learning by serving citizens efficiently from day one. I aim to uphold high standards of public service, simplify procedures wherever possible, and contribute to building a transparent and accessible system. I am committed to working with integrity and teamwork as I take on new responsibilities.”

Karma Dorji, Post Graduate Diploma in Education Topper, who had graduated from The University of Texas at El Paso, said, “Thanks to the Bhutan Government and the Royal Civil Service Commission, I have had the invaluable opportunity to study abroad, which allowed me to gain multiple experiences and exposures. While in El Paso, I built a strong foundation in Mathematics, and over the course of my career, I hope to apply this knowledge mindfully to help students understand and promote Mathematics in schools. With my background in computer science, I also aim to use technology to make learning more engaging and effective for students.”

He emphasized that the exposure abroad not only enhanced academic knowledge but also provided practical insights on using technology and modern teaching methods to improve learning outcomes for Bhutanese students.

He concluded, “I will be joining the Samtse College of Education next year to pursue my Post Graduate Diploma in Education. I am excited to learn and train as a teacher, fully utilize my potential, and make a positive difference in the classroom. I also look forward to experiencing college life in Bhutan and contributing to nurturing the next generation of learners through innovative and effective teaching practices.”

Norbu Tshering Samdrup, Engineering and Statistics Topper from the University of New Brunswick, Canada, shared, “My background is in Geodesy and Geomatics Engineering, and geomatics is closely related to statistics. We work extensively with data, measurements, accuracy, and analysis. Because of this, I was already accustomed to interpreting numbers, understanding patterns, and checking for errors. During the BCSE, data-driven questions felt familiar, allowing me to approach them calmly, break them down step by step, and choose the most logical answer.”

His strong analytical foundation, combined with real-world experience in handling complex data, gave him a clear advantage in tackling quantitative and logical reasoning questions during the BCSE. His approach highlights the importance of connecting academic knowledge with practical problem-solving skills.

He added, “My advice to future candidates is to stay calm and think step by step. Don’t rush, read each question carefully and understand what is being asked before deciding on the solution. Practicing basic math and logical reasoning regularly builds strong habits, and relating questions to real-life scenarios makes it easier to reason clearly and accurately.”
