Bhutan has successfully integrated its National Digital Identity (NDI) platform with the Ethereum blockchain, marking a significant milestone in the country’s pursuit of digital sovereignty. The move reflects bhutan’s commitment to adopting decentralized, open source infrastructure to verify citizen identities and reinforces the principles of self-sovereign identity. This integration coincides with ethereum’s tenth anniversary, highlighting a shared vision for open and interoperable digital systems. Bhutan aims to fully migrate its national identity system to an ethereum-based platform by early 2026.

Ethereum operates through a globally distributed network of validator nodes. By leveraging this network, the bhutan NDI platform gains greater decentralization, transparency, and resilience, which are essential for the long-term durability of national identity systems. Ethereum’s permissionless and open source framework also strengthens the foundation of bhutan’s digital identity system, ensuring security and adaptability for the future.
With this integration, the bhutan NDI platform can issue Verifiable Credentials (VCs) and enable digital signing directly on ethereum. This advancement allows citizens to control their own digital data and credentials, reflecting the self-sovereign identity model.

Prime Minister Lyonchen Tshering Tobgay stated, “The integration of Bhutan’s NDI platform with Ethereum marks a major step in advancing our nation’s digital sovereignty. By leveraging Ethereum’s globally distributed network, we are strengthening the security, transparency, and resilience of Bhutan’s digital infrastructure. This milestone also affirms our vision of building an interoperable and user controlled identity system, one that connects Bhutan to global ecosystems while upholding His Majesty the King’s vision of a secure, inclusive, and digitally empowered society.”

Ethereum cofounder Vitalik Buterin remarked, “Decentralized digital identity empowers people by giving them more secure control over their data and their online lives. Bhutan’s embrace of an open architecture on Ethereum reflects why we build this platform, to drive meaningful, positive change through open source technology.”
In 2023, His Royal Highness The Gyalsey launched the NDI initiative and became bhutan’s first digital citizen, symbolizing the nation’s commitment to a trusted, citizen-centric digital foundation. Since then, Bhutan has pioneered self-sovereign identity, becoming the first country to implement it at a national scale.

The NDI platform allows citizens to verify aspects of their identity without relying on centralized government systems, reducing the risk of single points of failure.
“Aya Miyaguchi, President of the Ethereum Foundation, said, “Bhutan’s transition reflects what Ethereum was always designed for, empowering individuals with sovereignty over their own data, fostering trust without central points of failure, and enabling inclusive digital systems that serve people first.”

Bhutan’s adoption of Ethereum for its national identity system marks a new era of digital sovereignty. The country plans to expand its use of blockchain technology in areas such as digital document signing and blockchain-based voting, reinforcing its commitment to a secure, transparent, and citizen-led digital nation.

The Bhutan NDI platform is a flagship initiative that provides secure, privacy-preserving, and user-controlled digital identity for all Bhutanese citizens. Built on open standards and decentralized technologies, it ensures that all information shared across online services and platforms is authentic and verified. The platform promotes inclusivity, accessibility, and equity, offering reliable digital identity solutions for every individual nationwide.

“I recently registered for my NDI. It’s very convenient and I can verify my details online without visiting any office. It also feels secure because I control my information. I believe it will make accessing public services faster and easier. Some people, especially in rural areas, may need support to understand how to use it. So awareness and training are important,” said Pemba, a resident of Mongar Dzongkhag.

Sonam Zam, a shopkeeper from Thimphu, shared, “I registered for the NDI platform earlier this year, and it has made my business operations much smoother. Before, I had to visit different offices to renew my business license or verify my documents. Now, I can do everything online using my digital identity.”

The NDI platform allows citizens to verify their identity securely and access various public and private services digitally. “I recently renewed my trade license using NDI. The process was fast and hassle-free. I just logged in, verified my details, and completed the renewal within minutes. I no longer need to carry physical documents or stand in long queues at the office,” Zam explained.

She added, “Many of my suppliers now verify their business credentials using NDI. It gives me confidence that I am dealing with genuine partners. The system is secure and ensures that the information shared is authentic. As a small business owner, data security is very important. I know my information is safe, and that no one can tamper with it.”
However, Zam emphasized the importance of awareness and education to help more people confidently use the system. “Some of my friends in the market still do not understand how to register or use the platform. I think more awareness programs and training sessions should be organized so that everyone can benefit.”

As Bhutan continues its digital transformation, the integration of the NDI platform with the Ethereum blockchain represents a defining step toward a secure and inclusive digital future. The milestone reinforces the nation’s pursuit of digital sovereignty and demonstrates its readiness to embrace innovation grounded in transparency, trust, and empowerment. With continued awareness and capacity building, Bhutan’s vision of a citizen-centric, self-sovereign digital nation is steadily becoming a reality, offering an example for the world in how technology can uphold identity, integrity, and national values in the digital age.
